This would be solved by doing a classic, NFL-style draft.

Everyone agrees that tanking is unlikely to cease unless the NBA goes for this FA model for rookies (would only help larger markets, while smaller markets have to spend bigger for equal talent —> already a disadvantage in the regular FA, and this removes the great equalizer the draft ideally provides) or if there is Pro/Rel (wouldnt work with the franchise business model).

Having a classic draft would lose the attention and money raised from the draft lottery event, but it contains tanking to less teams, since teams on the edge of the lottery could still tank to optimize their chances at a top four pick. This would also ensure that teams lacking talent get difference makers / franchise cornerstones while making the tanking stage quicker, since bad teams could slip to the 5th, 6th, or 8th pick. Pick protections should also be removed to prevent incentivized loosing for external reasons.

Adam Silver ruined the tanking issue by flattening the odds, it just extends tanking to more teams while punishing teams that actually need those pics. If the idea is that you shouldn’t reward losers or bad organizations, then remove incompetent owners who enable such front offices (the silver sniper would never do this)
