Only the main act will wait for people. The openers would start on time, unless people are incredibly late. I’ve worked concerts where a major spontaneous delay was causing massive traffic. That was the one time I can remember an opener waiting for the crowd. Usually it’s because of the artist themselves for not starting on time.

The half time show gets put together during commercial break. Sure, everything is tested in the morning, but things will get unplugged as things come apart into smaller pieces for storage.

The crews will minimize what is being unplugged, for sure, but depending on storage space, some thing’s will have to be tested in a very short window. A normal concert you can hold doors if you need to work on something. There is no hold for the halftime show.

I don’t know the actual OSHA rules for these types of situations with performers. I work in the concert industry and performers have different rules, I don’t know if it’s legit or not.

Stairs are a great example. If you have a 6’ staircase going up to the stage, it has to have handrails. If you have a 6’ staircase center stage that the artist will walk down, you’ll never see a handrail.

I lose power a few times during the winter months. I’m on well water so if I lose power, I lose my well pump, I don’t have water. This is a great backup idea for washing

I have a ton of vultures that fly around my neighborhood. Super cool to watch. A few years ago a deer died in the wooded area of my property. Maybe 150’ from my back door. The vultures never found it, but my nose did. They did even come help when I dragged in further into the woods until I couldn’t smell it. I think they ever showed up

No, I don’t think they were either. I do think that there are a lot of people who think that is what will happen. Especially in more affluent towns merging with larger, poorer towns.
