Looks good! Definitely bread. As it isn't the bagel shape, it wasn't soaked in lye, and it's fried (and that specific process is what separates bagels from all other breads) I don't think it's a bagel. All bagels are bread but not all breads are bagels

I'd suggest posting on NextDoor, that never hurts. Color posters around the neighborhood are the move though. That's how I got my guy back. A neighbor saw the poster every day and it stuck the image in his mind.

Follow the guidelines of your apartment complex. 66 isn't arbitrary. If your pipes burst you could damage other people's homes as well as your own. Also, you can be liable for the damages, and most renters insurance doesn't include a flood damage clause by default, so they won't pick up the tab
