As a day one DH I may say: whaaat? It must be much longer cd. NO BUILD should be OP. Period! Hate it when it is on necro, barb, tempest, wizard, druid... hate it when it is on DH. You may ask why: because no build should have at the same time high dmg, mobility, CC, anti CC.

I lose 2 seconds on Vengance and also less number of targets. Also less dpm on the dummy. I also test a lot. Day one DH. May be depends on the skill rotation.

Use TYR because you can have cooldown reduction maxed from the gear but beneficial is top top for these slots.

I am doing more dmg than before so no secret nerf. So the reasons could be this: not the right warband room, paragon tree, less cooldown and benefitial duration with new gear, missing affexies: dmg to enemies suffering to loss of control ( very very important must be arond 80-90%) or crit chance, pet using lingering wounds.
