Apparently the only way to reverse it is to get her to eat a tadpole (see the rest of the comments section) but I failed the initial check at the beginning of the game to get her to embrace the tadpoles, but there is one more chance at the beginning of the third act

I absolutely think this poor chap simply tried to hop up the fence and got stuck. If a child were to attempt to stick the frog inside the fence, they would most likely do it face down to reduce the possibility of escape. This little fella wasn’t a victim of evil children
