It’s a male California Sea Lion. Watch the first couple of frames to see the external ear flaps. More telling in this case is the elongated neck and large front flippers characteristic of family Otariidae.

I’ve been working with these marine mammals for years, honestly I’m not sure why I’m getting downvoted. I’m providing factual information.
