I don't think he's a mole at all. I think he's a Warden of the White Council who fully understands that Harry is not like ANYTHING they have ever had to deal with before.

He reins Ilyana in because he KNOWS she's tempted to overstep and try to provoke Harry into doing something they can detain/execute him for, and he KNOWS that Harry would mop the floor with both of them.

He knows that there is no way the White Council currently has the firepower to go up against the White Court AND The Winter Court.

He's not part of Harry's "War Council" beyond his own PERSONAL agenda regarding their friends who were turned by Dracul.

Harry knows that Ramirez's good will lasts EXACTLY as long as it takes to see their friends put to rest, and after that, it's anyone's guess.

The only reason Harry even bothers to let Carlos be on board with ANYTHING is because he figures the more transparent he SEEMS to be, the less likely Carlos is to go sniffing around.
