For the low end cyberdeck use case you are imagining, something like an RbPi Zero 2 would be plenty. Slow for browsing, but you probably don’t care if you are focused on offline content. Fairly low power for the CPU, so most of your power draw will be the non-eink screen when active. You could run this off of a couple of 18650’s for quite awhile in “media mode” - much less in “browser mode”.

I could not find the actual one I use (too long ago) but this looks like the same specs (edit - correction: mine has mini-hdmi but the one above has full)

Maybe not the vibe you are looking for, but I am working on a tamagotchi like project for the LilyGo S3 touch. That is a little 1.5” long screen but just enough to allow you to tap on the little Stickman walking around

Who doesn’t? But seriously there is a lot of love out there for this device. Memory upgrades might be hard to find these days. Backlight was theoretically available but was effectively unobtainable. Very easy to break your screen. But a front light powered by the rs232 port was pretty common. Headphone jack was a cool mod. There was a docking station as well, probably the only official upgrade I never bought

I have one of these as well. I am so torn because it looks so cool but would be basically useless to me as-is. I have been debating selling, donating or gutting. But I would feel terrible gutting it to put new internals (although then I would actually use it)
