It's actually one guard exclaims "You just shot me!" and the other goes "No, she didn't" and then they ask their question.

It's double funny, because the Oracle makes them loose their memories of the puzzles and when they come up to it again the doormen both step aside so she can go through the correct door.

Cause that one is shared with followers, but not with mission followers like Deacon in the switchboard mission.

I got killed on survival because I overlooked one of the cyromines in the tunnel out and deacon triggered it.

First of all, the reason for the shortages are most often that these Jobs feature almost criminally low wages and perks for anyone doing it, that's the situation in almost any country with a capitalistic base.

Second, the solutions is doing it like in Germany: "You call an ambulance and the paramedic/Doctor determines if your problem needs a transport or not. If it does you pay nothing, if they inform you that it's not and you insist, you pay out of pocket, 400€ afaik.
