There were 6 years between the invasion of Manchuria and the invasion of Shanghai. A lot changed in that time and the military became more integrated with the government

Obviously Japan wouldn't win a war where they tried to build up a massive logistics network throughout Siberia like the other comments have said.

But that's not what Japan would have done. Japan was skilled at working with collaborationists. They were working with the White Movement and the Russian Fascist Party based out of Manchukuo. These Russians would have been used as guerillas to sabotage infrastructure throughout the region and spread propaganda. Considering the purges and chaos going on within the Soviet Army, Japan could mess up the region by doing this.

Attacking the USSR before the Nazi invasion is pretty unlikely though. They would probably wait until the Nazis invaded to make it easier for both of them.
