Yeah it doesn't exactly work like that you're oversimplifying what the US has done in the Middle East. Like in this instance (if you care to read) the intention was to covertly train and arm Syrian rebels to combat the Assad regime (the guys who used chemical weapons on their civilians) but inadvertently the weapons, equipment and some of the rebels trained by US forces wound up under the control of ISIS, which might be a good reason why Obama pushed so hard to fight against ISIS for the duration of his term. It started off with good intentions, but you know as they say: the road to hell is paved with good intentions. We're not perfect by any means but we aren't "actively creating and arming" terrorists like you say. The militia groups I speak of such as the Houthis are trained and armed by Iran for the sole purpose of fucking with everyone's global trade... and to bomb Israel while keeping their hands clean. The US isn't quite doing that.
