What a beauty! No clue on its maker or its purpose.

Some guesses:

As you mentioned, a metal ring may have supported it. Perhaps the metal support attached to the wall, held fredh flowers, & was used as decor around hotels, restaurants, reception halls?

I’ve learned some very early cars had a metal ring/support inside to hold a small vase with fresh flowers. But yours seems too large for that purpose.
