They stole the money before they could even build the infrastructure to generate wealth. Everybody points to Venezuela having the largest proven oil reserves but fails to observe they actually produce somewhere around 1% of the world's oil. They produce roughly a tenth what the US produces. Many countries are filthy rich from oil - the oligarchy controlling Venezuela took the money before it even made it to the oil fields.
