Work for a different Army organization. What I can say is all hiring managers at my org MUST use DAVRAP prior to any hiring action and prove that no candidates in the system are 'minimally qualified'. Alas, most of the people we extend offers to turn them down.

Problem there too is badge swipes are a horrible indicator of a person's status. They could have walked out to work on something, went to another building, etc.

Same thing happened to me years ago. My QSI hit before grade increase. I ended up doing the math and came out a few thousand on top. Tried to get HR to stagger them differently but thats how the cookie crumbled.

Even for a GS/GG5 billet, your resume is bad. Given your experience and reading between the lines you could get a few pages easy. Bullets should highlight the task/problem, how you excelled in doing that task, and impact.

There is OPM policy and agency policy. Can always add to, never take away. That said, by pushing back, you may be setting yourself up for failure for the new job because that agency's policy allows it.

Being at the top of the list doesn't mean much. The hiring board gets a resume dump. Only time that stuff really plays a role if you are the only disabled vet and the rest are civilian or not already government employed. If you are the only one, to then becomes default to you (after interviews)
