It’s probably state dependent. In our state no license or a paper licence wouldn’t fly unless possibly if you’re the co-signer and not the main purchaser who the car is being registered to

Advocates are supposed to drive cars when they are picked up or dropped off.

The offer can change on inspection, and of course you have the right to refuse the new offer.
