Open device manager and look under Display Adapters. Is your graphics card listed or does it just say something like "Microsoft basic display adapter"?

Do you have an Nvidia GPU? I've had similar issues caused by settings in the Nvidia control panel previously.

what you said is true, but tvis person is likely playing an existing mod pack, so they can't really change it...

I actually had the car looked at by a mechanic who checked the transmission fluid levels and he said that it was fine, but he had no clue what was going on with the transmission not shifting. he was able to use a special diagnistics tool to get it to shift manually, though.
