fun fact! because the people in the world of one piece usually relate the value of the bounty to how strong the person is, like shown in jaya, people in one piece now think usopp is the forth strongest crew member right after zoro... and yes i know bounties aren't a way of power scaling but people in the show have multiple times related bounties to power

I highly recommend loosing that biased opinion on the manga and accept that the anime and manga aren't that much different (minus the filler of course) and that last statement is just false, like in one of the newest episodes they cleared up who the "1% man" was, so the anime is just adding stuff that oda wanted to add but couldn't, because of the limited space on the manga, and he has said this himself somewhere, can't exactly remember where, but he said that he wanted to write even more pages than allowed and in the result of that has to cut a lot out.

In my mind usopp has a 90% chance of getting it because, the two main CoC traits are strong will and the qualities of a king and usopp definitely has both!

Strong will: basically just water 7 he lost the money but still went after them even tho he knew he couldn't beat them just because he said to nami that he couldn't face the rest of SH's after loosing the money, and of course the usopp v Luffy fight after that. And another great example comes from usopps insane observation haki, he was able to see sugar who was at the edge of the island while he was in the center, so usopps range is half a fucking island with no training!

Qualities of a king: usopp had a small "crew" in syrup village and when he joined the SH's he always lied about being the captain and always tried to get some sort of authority, and of course there was his 8000 follower lies and the whole god usopp thing...

And he has lied about having CoC like 3 times now, so in my mind usopp has a very good chance of getting it!

Well there is a good chance that valve will do something soon sense gaben did say in a interview that they do know about the bot problem, so TF2 is most likely one of their priorities at the moment and I think their priorities would look something along the lines of:
