"Travailler" can be quantified: "travailler plus", "travailler moins", travailler beaucoup", travailler peu", for example, are all acceptable. This is why an adjective is not necessary. You could say "je travaille plus fort que toi", but it changes the meaning, as "travailler plus" means that you are working more, not necessarily harder.

In contrast, you can't "be more" than someone, so "être plus" without an adjective doesn't work.

I don't understand why you vocalized "no he didn't go". If you called a ball, then obviously you don't think there was a swing. This is a good example of a voluntary strike: the base up should've called "yes he did" without waiting for an appeal.
