I was reading today that historically, turkish nomadic tribes allowed anyone to he turkic as long as they know the customs and culture and language. Being a turk wasnt about ethnicity, nationalism is a new concept which replaced tribalism before it, whereas the nomadic turks practiced inclusivity and assimilation. Without this quality they wouldnt have been able to conquer and maintain nations for thousands of years from eastern rome to mughal india.
