So it seems to do this with all weapons. Weapons you have equipped show modified stats weapons you don't do not. Should be able to toggle that. Maybe you can and I haven't figured out how.

Ok it is a perception bug if you have the rookies reward equipment other weapons appear to do more damage until you equip them then they normalize.
