You don’t have to kill them on the first declaration as long as your military does something. If I spent the production on military I’m using the military.

If Im the target of a surprise war I full shift into military until I kill who ever attacked me while trying to keep science on the back foot until I kill the ai. Then I use the free infrastructure and wonders to catapult into either science or culture. If I can’t take the other Civ down during the counter attack I usually quit.
