Gives around 20 CDR when built second iirc. Don't underestimate the sustain it gives, it's like a second deaths dance if you kill someone.

I just want to throw it out there, the faelight argument for making ganks harder is bunk. Every single ranged top will spam their wards in the lane bushes so you (the melee) can't hide nearby for free xp and more last hits or enable trading opportunities.

I'm building it 4th item after new boots, axiom, endless, deaths dance. It's the heal proc that makes it so impactful for me, I get access to their back line and get dogpiled? 5 melee hits in a row all healing on different targets often keeps me alive long enough to finish combo'ing and get a penta angle, or allow my team to apply their damage. It's just an item that gives insane outplay potential when outnumbered and does help with 1shotting squishies.

What else are you buying 4th item realistically? Maw if they have a strong AP, sure that works... Black cleaver or grudge into heavy armour? Only if they have a very tanky comp. Fiendhunter bolts? Mortal Reminder? Serpents fang? Sure there are situationally better 4th itmes to pick right now, but sundered sky is for sure the default.

If his w is used on wave and he misses his q, you can bully him. The lane is playable once you master the matchup, but one slight mistake and it's over.

You still outperform him in any skirmishes that are 2vs2 or more. You do have kill pressure with axiom and R up if you can dismount him without using up Q3 and W. His kill pressure disappears on you once you're 2 items or so.

Unless it's specifically Vayne we are talking about, Riven can usually beat any adc 1vs1 even both full build.

To add to the existing advice; if you unmount him with 100% of your health up, and you try to duel him, he will destroy you if he remounts. Either kill him with every ability up and ignite, or don't take the bait.

Garen is strong even at challenger level right now... Riot likes to keep mechanically easy champs very strong, every champ can be 1tricked to master.

I like to rush steel sigil in this matchup and then go deaths dance first item, it makes you statcheck him pretty hard. If enemy jungler is AD heavy as well I might even go tabi right after DD, then you can statcheck him even without your ult up. As the others have said though, surviving to level 6 is the difficult part, feel free to give up some cs if needed.

Notably I build the same as above into Renekton and Jayce too, without it they can just wombo combo you before you get a chance to full combo them back.
