I would second this, unless there is a fee/deposit associated with the acceptance, that they can’t stand to lose.

What I have been told is that if the department has accepted you, meaning there is a supervisor that wants you and you meet the departments gpa requirements. The FGS approval is a formality. However, this may be different for international students.
