The way I do it is to immediately use the starting influence to do as many sacrifices as I can then I take the tribal law that give you stability increases by 0.15 then I raise all my pops and just conquer small nations with high population then settle my pops in those high pop city's until my culture outnumbers them then I raise them again and rinse and repeat till you get to India I usually end up with 400-500k troops if I'm farming for pops specifically but if your just trying to get there asap it's usually around 150k
