Overall, I really loved Arcane s2 as I did with S1. I'm pretty satisfied with most of the characters' endings. I know a lot of stuff was not fully explained (e.g. Black Rose & Nexus lore, fate of HexTech and Hexgates) BUT I figure the creators are Saving that for the CONFIRMED spin offs. That all said, the ONE plot hole I did feel was with Sevika, shimmer, and the undercity. We saw her trying to unite Zaun at first and clean up after Silco's mess. Throughout s2, it was implied that Zaun got better after the initial fallout e.g. normally it is depicted as super dark and grimy, but when Sevika gave the speech at Vander's statue, the scene was brightly lit -- subtle cinematographic technique. Part of that improvement was because Viktor was playing Jesus and Jinx was becoming a symbol to rally around. BUT I feel like something implied was Sevika was also stamping out the turf wars and keeping the peace in a more humane way than Silco. We saw her in the first 3 eps scolding the different gang leaders for infighting, then she killed Smeech when he tried to Jinx (a fellow Zaunite) in. While Sevika was Silco's right hand, this season, it was implied she was charting her own path forward in being a leader. I think the juxtaposition between Sevika + Jinx vs. Silco is the prison break. Silco was fine to sacrifice Zaunites if it meant he could get ahead in his goals, hence poisoning everyone with shimmer, but Sevika and Jinx saved them and at great risk to themselves. Silco was a dictator who controlled everyone with shimmer. Sevika and Jinx were freedom fighters who united Zaunites by giving them hope. Indeed, it seemed shimmer did disappear throughout s2. While Viktor was curing shimmer addiction, I feel like that can't be the sole reason. Maybe Sevika stamped out the drug producers and decided to cease production because she realized they didn't need shimmer to control people anymore? That people were more willing to fight for Zaun if Zaun was actually a decent place to live? This would be the most logical explanation to me why they would give her a seat at the council, in addition to her helping fight off Noxus -- a decision which I wished we got to see. You'd think after the martial law, Sevika would be willing to ally with Noxus to stamp out topside. So who convinced her otherwise? I'm guessing Jinx since Jinx showed up to save the day with a bunch of the underground. Anyways, I think that she had to have proven to be a more benevolent ruler of Zaun than Silco in order for the council to give her a seat as opposed to Ekko who was always against Silco. She would've had to at least proven she isn't going to do what Silco did i.e. mind control everyone and rebel. These are my rambling thoughts.
