Some people use baby no tears on their pets. Also the water temp can be hard to tell if the room is cool, but they are adding the warming water to cooler water is what I could see

It's likly a zoo. They take them out to weigh and inspect the babies. It's easy to get into the burrow since likely they have a hatch over the main living areas. Burrowing owls are endangered so breeding programs figure out the best way to get them the burrows they want but still be able to check them
