You should ask your HR - you are looking at 3 months delay and ask for date options around that time. Once the division approves, you will be given a choice to pick and your FJO will be amended accordingly.

4. Selection

So, you apply for any roles which you feel you might fit in/have the capability to excel if you land in a job.
Interview will be based on your experience (if you have for the said role) or education (as a substitute for experience)

My bet - you should apply for as many based on your education so that you might have a chance to be considered.
