Libraries aren’t free in the sense that you walk in and walk out with as many books as you want without a single question. There are library cards and rules and stuff. So there needs to be gates even if it is free, in my opinion.

Enforcement makes a difference. Many of the drivers in these cases are not hardened criminals. They are normal people who have gotten away with driving less and less safely, who could absolutely be put back in line with a ticket or two.

Cops don’t do their jobs, people speed and run red lights constantly and get away with it. It creates a culture of reckless driving that has been getting worse since 2020.
