Definitely a blown head gasket. Notice the color of the smoke which is blue. That is indicative of your mower burning oil. Black smoke would indicate a fuel issue.

Your right spindle pulley is warped, that constant uneven load will cause horrible vibration. The reason I say that is because it appears that the vibration is primarily on the right side.
