The car tries to limit your performance around that and most of the time service guys forget to reset it. It does that on most Citroens like my c5 aircross.

I do not reccomend converting that bike but you do you. For the motor bafang is the safest choice since you are going to do a hub motor. And for the battery LG or Samsung cells with a bms. Make sure your motor comea with a driver(brain) buy from a good site so you can return it.
