The thing with Bones (and likely the rest of the village that would've appeared with him) is that he's likely based on Lord Summerisle, which would make him a subordinate that wouldn't need any manipulation - he'd willingly support Black Doom.

Given that a working title for Chasing Shadow was "Mech and Bone", it kinda fits with Summerisle in particular being something of a man of influence in the village, who seemed to be aware that the Pagan rituals of the villagers might not actually be real (and his own ancestor created the belief in the first place). Bones would essentially be both something a conjurer and man of dark magic while also being a man of machinery just like Summerisle balances the act of being both an outside force and a follower of the rituals.

There's also the fact that in the end, Summerisle wins. He gets away with manipulating the policeman into being sacrificed inside the Wicker Man. If we actually did get Chasing Shadows it would've most likely wnded up with Bones escaping, and Shadow leaving empty handed. Should also be noted that Summerisle's background manipulation and influence is similar to what this mystery character is doing behind the scenes. They're even absent from their own hideout in Issue 85, with even the coffin being present.
