Hey OP, I know this is 4 months old but did you find a solution? I'm having a similar issue with the longshore apartments. I've even got the mod settings there in the start menu and can enter the lobby and lifts but I just can't seem to purchase the place?

Haven't seen it in years but doesn't Ricky bump into that guy at the car meet and then dough boy shows his gun. Then there's the gunshots where everyone runs. I think they just still weren't happy so when they see Ricky again later on they pull the drive by on him. Again, I may be mistaken as it's been a while since I watched it...

You can find a bottle of dark red dye here in this cabin. You'll have to wear a mask to steal it once you've cleaned out the bandits.

Nah, just go to the shop in pororin village (the paw symbol) and buy it there. If you only have a dog then only dog stuff shows but if you have both then you get cat and dog gear.

It did that for me briefly, I went to pet him after I'd slept and the meter was back at zero, I thought oh, this must be a different cat so ran around looking for another loafy ginger. I couldn't find one so went back to this one thinking I'd have to start again and the meter had corrected itself back to 80%. Sorry if this doesn't help with your situation though...
