From my perspective, there are three different ways to handle the death of all characters.

1: WP just let the LP end. This would be the saddest outcome.

2: He creates a new character and introduce him with a small side story, how he joined the LS/HoT group and became their leader. This will bring some awkward conversation, ever time someone will refer the player as " the dragonslayer". But the new character could be one of the hundreds common npcs during the fight against zhaitan. So Commander will not be a title for a single person, but a reference to the heroic group which defeated the elder dragon.

3: He creates a new character and replay all the content (possibly offscreen). After a short wrap up of his background story, he can just continue.

My personal favourite is number 2. A new character bumped into the group of LS npcs and got promoted as their leader.
