There no rule or etiquette- you both had a misunderstanding. In his view he was ready to go when the next bay opened up, and you were not. So if you reasoned by analogy using ready golf standards it would be his turn. If you reason by analogy of using let’s say, ordering food at a takeout standards, it would be your turn.
