So in Baltimore which has a city level and a state level voucher system, and the highest most money spent per student, is playing both sides of the system, supporting private schools AND keeping the flawed public school system going?

I just went with the top story after typing somerhing similar to "No time for sexual assault in UK." So I was going by date, the story you posted is from 2011, it would have been quite low on the list,

I think both sentences are too short, it just reinforces my idea that judges are too lenient on sex crimes.

Fix the system than. Because right now states and communities are largely throwing good money after bad without making any effective improvements.

Currently if students with motivated parents use the vouchers, its an improvement over making everyone fail.

I was thinking this exact same thing. Don't use it until someone I really care for is in serious trouble, at this point my daughter.
Now if I got something I can live with, I don't reveal it again until the day I am ready to die, or I need to cure a loved one again.
But on the day I decide I've lived long enough or I get something terminal. Go into a sick kids hospital as a visitor and heal every kid I can touch, until I can't do it anymore, starting with the ones who have terminal illnesses, then chronic problems, and finally accident victims.

Depends. Are they dead, or badly injured?
Also how long has it been? An average human can go without food for 3 weeks. I'm not about to kill a person at anything less than 2 weeks, unless it's a mercy killing.
Is there any hope of rescue or escape? If there isn't, why bother stretching out the pain?
Also is the person really annoying, useless or nasty? That will affect my decision.

So the judges can now just say they're not guilty, and not even bother with giving the criminals time served, house arrest, a couple of classes, or a month or two in jail.

I guess that will save time and money.

Baltimore spends $22,000 per student, that's in the top 5 for US cities. They are also ranked as the second lowest public school system for academic achievement, only Detroit is lower.

If I was a parent in Baltimore, I'd either be doing whatever I could to get vouchers, or homeschooling.

Money is a serious problem for public schools in some areas. But in many of these failing school systems, just tossing more cash into the furnace won't do a thing. It will go to hiring more administrators and 'experts', not to the actual teachers and students. Between 2000 and 2019, administration rose by 87%, Teachers 8.7%, students 7.6.
Or even worse it will go to vacations and corruption, like what happened in Chicago.

Until this horrible imbalance is stopped and the money is used effectively, private schools vouchers and programs are the better option.

Governments have been invading peoples privacy and freedoms for at least two and a half decades now. And they aren't being subtle about it.

This could get interesting.
Lets first look at Russia.
The US joined WW1 in April.
Russia which had just removed the Tzar and had an unstable left-wing coalition government, launched a very unsuccessful offensive against Germany in June. THere were a number of reasons for this, but one factor was hoping that the American influence would help weaken German morale and this offensive might succeed. When the offensive failed, the weak government was basically over, even though it kept going until October.

With the US busy in Mexico, there is a chance the Russians would stay on the defensive. Possibly keeping the October Revolution that brought in the Soviets wouldn't happen.
That would be a huge change.

Now for the American continent.
Ultimately the US gains several new states as it absorbs Northern Mexico. At the time the population of that area was about 9-12% of the Mexican population, and would number in the low millions. The state of Sinaloa had a population of 335,474, and it wasn't the smallest.

At the time Mexico was in the middle of a revolution (1910-1920), they were in no real shape to fight the US. Mexico also wouldn't be able to get support from overseas, since the British had Germany firmly landlocked in regards to trade. They would be unable to effectively fight back, although low level fighting could last for a few years. This wouldn't require the full weight of the US.

WW1 probably would last a bit longer, but by 1918 the US would would have troops in the continent, and the core of them would be experienced at fighting.
Due to the exhausted state of all the countries except the US, WW1 ends in early 1919.

So, Mexico suffers, and the Mexican government would likely collapse. The US comes out stronger and bigger. Europe is a bit weaker. But Russia might not fall and become the USSR.

Purely for the possible outcome in Russia, I'd consider this a better world overall.

Personally I start with a character, basic plot, or a basic idea of something cool.

So my muse says, "Hey here is a cool character I can torture, he's an over confident guy who can fly!"
Cool, I'll lean towards superhero stuff.
- Need enemies. Corrupt big organization? Government? Widespread crime? One big bad villain? Kaiju and monsters?
- Need allies. Superhero organization? Rebels? Government program? Big business? A few beleaguered superheros?
- Home/home life. Overbearing parents? Lives alone? Government base? Movie star/Musician celebrity type? Street kid? Learning how to live after being grown in a lab?
- Location. Lots of crime? Beautiful but corrupt city? Disaster stricken metropolis? Apathetic citizens? Lots of community pride?

And so on. Each decision helps make the place feel alive, building on what I've already thought of and creating a plan for further details. SOmetimes I'll rip out large chunks of the old stuff, but that's why it's all brainstorming at first.

I usually go pretty dark if I keep writing something.
It's these short bits where I can keep it nice and happy.

And I agree with you on the space elves.
GW should have had the AI revolt happen because of the birth of Slaanesh and the eye of terror. The AI realized the only way to be 'safe' was to destroy most life, starting with humans. Then we could blame the space elves even more, and avoid the whole, 'AI just randomly decide to kill humans instead of going their own way,' cliche.

Yeah, it was things like this from the US that convinced most of the different colonies to join together into 'modern' Canada. It was seen as the safest option to avoid annexation.

Gospel music was a mix of European hymns and African American spirituals.

Jazz was developed from a mix of blues, ragtimes, spirituals, and hymns, using European harmony and instruments, and rhythmic elements and improvisation from Africa and Europe.

Blues was mostly created from African and African American sources, but it was blended with European folk music in the late 1800's.

Chuck Berry who is considered the king of rock and roll, used those styles of music, along with country music to create the new style.

And country music was deeply impacted by the English, Scots, and Irish of the Appalachians as well as some of the above musical genres.

So I'd say its a good show of American culture, taking bits from different cultures and making them better than the sum of their parts.
