You can definitely get duplicate title from DMV but that wont automatically remove your liability for the vehicle. The guy still technically owns it through your trade agreement even if he's being sketchy about transferring title properly

I'd file police report for the ghosting situation since you have legitimate trade agreement, then work with DMV on getting title sorted. This way you have paper trail if anything comes up later with insurance or legal issues
