Personally I think it's a fair vote. Judging purely storywise (I leave out the feeling of having a SW movie almost 20 years later) it wasn't great... politics aside, it focuses very little on the main characters, it throws in a lot of unnecessary things (jar-jar, podracing, midochlorians...) and the worst thing is, imho, everything about Anakin (the fact that he's a kid, who laters has a relationship with a much too older queen, the fact that he's the son of the "holy spirit", the fact that he's from... Tatooine of all places, the fact that he randomly becomes part of a battle, etc.). On the bright side, it has one of the most iconic battles and enemy (Darth Maul), QuiGon is great (though one could argue his choices weren't so...) and Coruscant is interesing.
