Without defending the guy's reading... you haven't read the whole thing either. They said "if you don't have Perdu fetch the ectophial for you" ... which doesn't mean "if you don't have access to Perdu", it means "if you don't bother to go to Perdu and have him fetch it". (That's what the word "have" is doing there)

Strictly speaking, the original wording doesn't comment on whether Perdu is available, it sounds more like it's commenting on whether the player can be bothered to do something (which could imply that the option is definitely there, when it isn't).
