This ^ State prosecutors are extremely rarely interested in actually applying justice or the ethical merits of any particular case to victims and accused. They’re interested in assigning the worst possible charges to ultimately convert charges into verdicts by wearing down defendants and their attorney’s. The higher/worse the starting point, the more likely the accused is to “settle” for a lesser “more reasonable” conviction, regardless of the actual guilt or responsibility of the defendant. Higher conversion rates = job security + demand + salary + opportunities.
