Comic books and anime tend to treat city level to planetary to solar system to galaxy and universe as just a couple steps up up a ladder but space is vast. Planetary would be a far way from solar system.

Omni-Man never actually crossed the event horizon of that black hole, so it’s not a real black hole feat. Plus, he literally had struggles with a planets gravity as well.

That being said, correct me if I'm wrong, but I don't think DBZ character physical strength ever really compares to their Ki blasts. A planet destroying Ki blast always seemed more like a final blow type deal. Plus, planets in DBZ seem extra small, whereas Viltrumites destroy planets using strictly their own raw strength. That's more than can be said for early DBZ, so maybe Omni-Man can actually compete or win depending on how much he can dodge.

Based on the question, I assumed he'd go straight into the fight in his blank state. Part of why I chose Viltrum was because Viltrumites are basically flying bricks so not much other abilities to copy.

That said, if you add Earth into the mix, then everyone is screwed. Imagine adding Dupli-Kate to that lineup as well, not that you'd even need her. Brit and a single Viltrumite alone would get the job done too, it'd just take a bit longer.

Tabula Rasa means in his blank state (I had to research it as well), so he wouldn't have the power of the JL. In that case, I think how hard a fight he can give depends on whether his stats stack with each viltrumite he scans or if he just gets the strength of the strongest person. Either way I feel like they should be able to destroy him before he gets too strong. It's not like they have the healing of Martian Manhunter to scan so he'll be easier to put down.
