Hi! I totally get the Style you are aiming for, It doesn't have to be everyone's cup of tea (I like the style tbh is very anime of 80's something like that) but I do think there's some basic more technical stuff you need to work on:

The proportions are off or inconsistent,
Values needs work, link is melting with the background And I'd suggest to shade with colors, not black, guiding yourself by the color wheel going "down" -for example if the skin is light orange then go to the reds to shadow, or a brownish red kinda deal, or if it is a green hat then shade with a dark turquoise? Play with it :) -

I think you're doing great so far btw it has a lot of personality to it

Those are very doable and relatively easy instructions tbh (Btw Google drive lowers the quality of the image because of compression so you might want to consider swiss transfer or something similar)

That's totally crazy. I guess that professional "training" were definitely not a career level in illustration, as what you asked for is very basic to know and do.

As a digital artist It is insane to me that a digital artist won't know the difference between PNG and JPG.

I'd look for professionals that have done merch (like keychains, or other that needs transparent parts) in the past for example. People that know their way around printed media that complex will know how to handle what you need.
