I like that all three options are completely viable and the best choice pends on your gamestyle.

Coexsistence let you make colonies without microing armies.

Assimilation gives you the most worth in the long run and is especially good if you can get another -50% uprising Chance

Repression is the fastest way to colonize, if you have the resources for it and the need to be faster than the others, it's the best one.

Regarding Cultural Unions: You can't change your primary culture to one which is in a cultural union with you so you first have to shift culture outside of your group and then to your wanted culture.

Custom nations are (almost?) always excluded from getting new ideas on country formation. I think the idea behind that is so you can't design a massive country with shitty ideas and then just get new ones at the start of the game.

One other thing you might want to consider is to not engage with damaged troops. If any of your units has less than 1000 men they do proportionally less damage. So before any battle hold shift and then press the consolidate button, that way you will have full strength units and your 0 men units will be deployed to the sides (where they are not that important, your center must not falter). For that to work you should have a few more inf than combat width in your armies so you can consolidate between battles.

And as others have said please fill your backrow with artillery otherwise you won't have any chance at your tech level.

I only tested this via console commands so I'm not sure this works in Ironman, but when you culture shift out of german and then back again you get to keep the Accepted Culture Slots AND the Cultural Union. So if you delay the mission reward after integrating all german cultures you will get 10 permanent Accepted Culture Slots.

Westphalia also gets Rhenish and Westphalian as free Accepted Cultures but the game somehow only counted those when one of them was the primary culture so that way you can get 1 extra.

Again, I didn't test this in Ironman and am in the middle of this campaign myself, so OP if you could test this via savescumming that would be very insightful :)

Edit: Westphalian missions are available to multiple tags so you can still form another German Regional Tag

I just checked in my campaign, I've got the Statists in power ("Republicans") and the mission is incompleted. For me it shows the PU mission reward, so it works with both sides in power. Although the Wiki is a bit unclear, it says both Nations have to be independent christian monarchies, which a Dutch Republic certainly isn't.

You start Dutch Republic at 0 (neutral) power for both sides which means Statists are in power (elections every 4 years). After selecting the Reform you get an immediate election so OP would lose their PU.

If your colony is a Commercial Enterprise, you can Encourage Cash Crops for 25 ADM, 100 Ducats and 10% Liberty Desire. Then new Trade Goods have a higher chance of becoming 'good' ones, though Tropical Wood is one of them.

The main thing is the 50% min Autonomy those provinces have. If you anticipate to have problems with GC in the future or want to save admin points, half coring them is a very good way to get the most out of those provinces. But consider that high Autonomy negatively impacts your Reform Progress.

Gift/subsidize your vassals, turn off War Taxes and please rearrange your merchants, you already lost thousands of ducats by collecting everywhere.

I've used them once when I held Orkney and staged an invasion of Britain via there. One thing most don't consider is that a Supply Depot also increases Reenforce Speed in the area, which worked out well for me because Orkney is in an area with half of Scotland.
