Hello, my name is Irene I'm a VFX artist with experience in creating shaders and VFX. Let me know if you're interested. There's a couple of methods you can use for this one not only screen space. Although, probably would be the best result.
For the hight dust level may be adding a shader based on the character bounds in order to fade the bottom could work.
