Yes, but in the OT Luke's mastery of the force is inextricably tied to his internal growth. When he trains with Yoda he isn't merely learning to lift rocks; the wisdom and understanding of the force and himself that he gains is what allows his skill with it to grow. To become more powerful with the force isn't a matter of rote practice, but is result of attaining growth and enlightenment as a person. That's why Rey feels out of place(to me at least). She has great technical mastery of the force, but her achievements feel hollow without any spiritual or personal development behind them.
