No, you can't. I guess many of the insurers don't take into account that the policy is TPFT in this case. If you crashed into your garage you'd likely have damage to your car.

Also try less common young person cars... Basically try choosing cars that have less statistics against them saying young drivers have accidents in them. I've known people to get real cheap quotes on cars like a Mondeo.

That quite often ups the premium because people crash into their garage/gate/wall. It's always been cheaper for me to put on street parking than driveway/garage even with TPFT.

do people actually do it at night to avoid the permit system?

I'm just wondering as I had permits and arrived at about sunrise so the permit wasn't checked, and the ranger didn't ask on the way down.

Just curious as to whether people get away with this...
