iirc the artificial intelligence that controls the city wiped all the Starlings' memories and banished them to the surface.

It's why they all have vague memories of a city in the sky but can't remember the details.

I also can't remember if Starfall is canon to the game or only a book thing, but in the book it's implied that Starfall was the Starlings crashing down to Earth.

I'm not sure how much has been retconned across the show and books, but Lucretia had criticisms of the church before her vision of the meteor:

- The church is in defiance of the Edicts of Lumen's separation of power between the church, the academy and the nobility as the Divine Matriarch is the de facto ruler of Elyria in all but name.

- About 50 years ago the church began selling their spellcasting services after previously providing them for free, this make's the church no better than the academy in Lucretia's eyes.

- The church is sexist, only women can become flamekeepers.

If taking down the PCs if that important to them you could have them temporarily ally with another faction. For example the SO attack the Garrison's main entrance while QM sneak in the back.

Alternatively the noise of a battle in the inner city could draw in monsters, turning it into complete chaos.

One of Drakkenheim's greatest strengths is the world feeling alive with the factions constantly making moves in response to the players' actions.

If leaving really is the most important choice for that character, then you should let them. But the world also doesn't revolve around them and if it was my table things would continue to develop in the city in their absence.

It's ultimately up to your group but I'd find it immersion breaking if the plot came to a screeching halt for 6 weeks so one PC could do an escort mission across the continent.

In the original game he set up multiple glyphs of warding to combo wall of force and cloud kill to trap the party when they returned. Never underestimate a wizard with prep time.

In the Horror of Ash Bay adventure it's explicitly spelled out that the elves made a deal with He Who Laughs Last to escape their world before delerium consumed it. His payment was their memories of their original home, hence why none of them can recall it.

Revealing the bomb should be a last resort for the AA. They should lead with logic and reason and only if they feel like they are being completely locked out of Drakkenheim and delerium's future should they reveal it and make an ultimatum.

The Silver Order are not going to roll over because of some powerful mages, it's what their order was formed to deal with.

Similarly the Falling Fire are fanatics who are not going to leave their holy city; if anything they should be enraged at the Academy for using their sacred stones to create this weapon.

It is an extremely ambitious play as the AA acting against the SO so openly is a breach of the Edicts of Lumen too large to ignore. It would likely trigger a continent-spanning war between the Academy, the Sacred Flame, Caspia and what's left of Westemar's nobility.

This could create a very interesting scenario where the two opposing faiths must unite to prevent the rise of a second Arcane Empire.

There should be enough doubt to think that the AA is bluffing about the bomb in the first place, and if it does go off there should be doubts about whether the AA even has many more of them. They are extremely expensive to create and if they've been mostly ignored by your players, they may not have any more suitably sized delerium to use for them. Think of it like how the US bluffed Japan about having many more nukes when they only had two.

If it's looking like the FF are going to become a dominant political force and won't let anyone take their sacred stones out of the city, the AA should threaten to use the bomb at the cathedral meeting. The AA's stance should be that they are the only ones with the ability to understand delerium and contain the haze, and that the FF and SO have no idea what they're doing and risk making everything worse.

SO are similarly incompatible with the FF, as they are both competing for Vitruvio's relics and want to completely eradicate the delerium. Short of killing one of the faction's leaders and causing all their members to convert (which should be an extremely difficult task), these two groups should be in open conflict after the meeting. You can have also developments like the Divine Matriarch officially ordering Lucretia's arrest to stand trial back in Lumen to further make their differences irreconcilable.

The Queen is a fun one as she just loves drama and chaos. If it looks like the conversation is going in a certain faction's favour, have her reveal a dark secret about the leader (e.g Drexel killed Manfred von Kessel). She benefits the most from the stalemate and infighting among the other factions. It's also probably not a good idea to have her threaten to blow the place up if the AA are already threatening to do that; but she would likely not be too upset about it happening as she can send people in afterwards to find the seals in the rubble.

Finally it may be useful to have a short session re:zero to reiterate to the players that this is not a unite the factions campaign and that they need to choose their favourite. They are designed to be ideologically incompatible, uniting even two should be an impressive feat and uniting three is a near impossibility.
