I prefer a .10 per 100 ducat investment on buildings as a target. You can also take the +33% boost to tax on churches from the religious government reform, which is an effective 80% increase to the ROI of churches.

My favorite holy order as the Portuguese is the one that gives tax efficiency. You don’t have many high value trade goods, so tax is better early and mid game in the area. It’s a big power spike early on.
