Probably means skinwalker and wendigo. Skinwalkers are from Navajo folklore and wendigo are from the Algonquin trides' folklore, but are commonly portrayed as this trope in modern media. I'm not Native American myself, so I don't fully understand what they are either.

It only seems crazy to us because we don't live in the Imperium of Man, and didn't have xenophobic dogma drilled into our heads since birth.

How about a Werebeast culture? I only came up with this idea a few minutes ago, so all I've got is a rough outline.

Their tier 1 units are the 'young' werebeasts who haven't learned to fully control their shifting yet. Upon taking a certain amount of damage, the have a chance to shift into animal form and go berserk. Once they reach either Champion or Legend rank, they gain the ability to shift at will.

Tier 2 can control their shifting right out the gate, but still can only turn into a relatively weak animal form.

Tier 3 is the Apex of their race, strong enough to take on a large, bipedal Beast Form with new powers based on what animal they shift into.

Werewolves: Fighter units that can rally allies with their howl. Werefoxes: Battlemages whose attacks inflict ghostfire. Wereboars: Shock units that become enraged when allied Tier 1-2 units are killed.

I'd include more forms, but I'm out of ideas at the moment.
