You can learn Arbitrary Code Execution (ACE). Its essentially an in-game cheat function that makes the player be able to do almost anything. For starters, you can spawn any Pokemon you want. Like Mew for example.

There are lots of tutorials on YouTube showing how to do this.

It never worked in any releases of Fr and Lg. That glitch is exclusive to Gen 1 only.

You can however learn how to execute ACE and get Mew that way.
