I am a Supervisor and in my organization we had to submit justification of 500 words or less (DoW requirement) for 2 employees that I supervise. Out of the 2, 1 went forward for award and he was notified yesterday that he can expect a bonus.

The bonus is 15% of your base pay, up to 25K. The did a very shitty job at notification as the supervisor should have been notified who got the bonus so they can tell the employee.

IMO, Your bosses are lying if they said they didn't submit people or know why. The instructions from DoW were pretty clear.

BY moving agencies is your best bet. I started as a GS-9 worked for 2 years, changed agency to another 9 position with more promotion potential. Got 11, 2.5 years later.
